Investing in Transportation Electrification: Building the Business Case for E-Mobility

There is growing recognition that we can’t solve the climate change problem without addressing transportation, and electric mobility is now seen as essential for long-term global sustainability. Islands represent a unique electric mobility conundrum. On the plus side, they tend to be relatively small so range issues are reduced, they have high fossil fuel prices so electric vehicle (EV) economics are more favorable, and many island governments have committed to a low or zero carbon future. On the minus side, high electricity rates, high EV prices, limited infrastructure and small economies represent a considerable barrier to widespread EV adoption. This panel will discuss how, given these pros and cons, the business case is currently being built for electric mobility investments on islands. Panel members will include representatives of multilateral development banks, commercial banks, private developers/investors and utilities. The panel is intended to help inform and inspire those who want to move electric mobility forward on islands and elsewhere.

Dr. Borison, Nathan Senior Vice President, is an internationally recognized consultant, academic, and entrepreneur. He has deep academic qualifications and professional experience in economics, engineering, and mathematics, and more than 30 years of experience applying advanced methods to planning and operations in power, fuels, and transport. He has broad experience across a wide range of geographies, technologies, and applications, with a particular focus on renewable generation and transportation electrification. In recent work, Dr. Borison supported independent wind/solar/battery development; analyzed renewable energy market entry strategies; evaluated EV incentive programs, designed custom transportation electrification rates, and developed country-level electric mobility strategies and roadmaps. Marcelino Madrigal

Dr. Marcelino Madrigal, has twenty years of experience on government, academia, and international development banking on the areas of electricity markets and power systems planning, operations, and regulation.

At the Mexican government he has served in several leadership positions, including a solid carrier with the Mexican Energy Regulatory Commission (CRE) including as a Commissioners during the implementation of the groundbreaking 2013 energy reforms. At the commission he led many aspects of regulatory design in the oil, gas, and specially the electricity sector which transformed the energy industry in Mexico. He served also as the International Committee Chairman of the World Forum on Energy Regulation 2018, Vice president of the Ibero-American Association of Energy Regulators, and Chairman of the International Confederation of Energy Regulators’ working group on electricity.

He has worked over ten years on international development at the Interamerican Development Bank and the World Bank, where he served supporting government agencies, utilities and operators on policy, regulatory, market, project design, and knowledge dissemination on the electricity sector and across all continents. He has designed projects above US$6 billion dollars in value in the areas of renewable energy generation, cross border interconnections, control and market operator’s modernization.

Currently he a Principal Energy Specialist at the Interamerican Development Bank in Washington DC as its principal Energy Sector Specialists supporting regulatory modernization of Latin-American energy sectors and the electrification of transport.

Dr. Madrigal graduated from the Morelia Technology Institute and received the degrees of Master of Science and PhD by the University of Waterloo, Canada. He has received several awards, among them, the Outstanding Young Power Engineering Award by the IEEE Power and Energy Society in 2006, and the membership of the Mexico National Researchers System. He is a Senior Member of the IEEE PES.

Steven Myers was first elected in 2011 and re-elected in 2015 and 2019. In May 2019, he was appointed Minister of Transportation, Infrastructure and Energy.
Steven has served as Leader of the Opposition, Opposition House Leader and as Opposition Critic for Education, Economic Development and Tourism, Transportation, and Rural Development. As Opposition Education Critic, he was instrumental in helping prevent the closure of several schools across Prince Edward, including Georgetown Elementary.
Steven’s community involvement includes Past President of Cardigan Minor Ball and Montague Minor Hockey, Chair of the Cardigan Ball Field Renovations Committee and the 2011 Midget Female Atlantics Host Committee, as well as Board Member of the Cardigan Communities Development Association and the PEI Minor Hockey Council.
Steven has four children, Brad, Luke and twins Mila and Arthur, and lives with his partner Sheryl in Burnt Point.
